EDM01 establishes the foundation for all other COBIT objectives by ensuring that a consistent governance framework exists and receives appropriate maintenance. Without this foundation, other governance activities lack direction and coherence.
The objective is to ensure that the governance approach for enterprise information and technology remains aligned with the organization's environment and operating context. This includes alignment with regulatory requirements, stakeholder expectations, and industry best practices.
Governance frameworks do not exist in isolation. They must integrate with enterprise governance structures, respecting existing board committees, management authorities, and decision-making patterns. The IT governance framework should feel like a natural extension of how the organization already governs itself.

Ongoing monitoring ensures that governance remains effective and appropriate. Governance metrics measure whether governance activities produce desired outcomes. Compliance tracking verifies adherence to governance policies. Gap analysis identifies where governance capabilities fall short of requirements.
Success depends on clear decision rights that prevent confusion about authority. Defined escalation paths ensure issues reach appropriate decision-makers.
